Does anyone remember a movie w/kids who played on rollerblades (skates?) and were called waterbabies?

I think I confused it with the Ray Bradbury short “All Summer in a Day”. I distinctly remember one kid asking another (in a British accent) “Are you a waterbaby?” Thank-you in advance for your response.
