Does a metal frame make a big difference on inline skates over plastic?

Yes, metal frames are faster than plastic. They are stiffer, which allows more of your stride to be put to the ground.
Metal frames with multiple pieces that are riveted or screwed together are better than plastic but not as good as one piece (extruded) frames.

Don’t bother too much with the bearings, the wheels are way more important. The ones that the companies put on are usually sluggish. I (and most of the rec/fitness skaters I know) use the 86a ZeroDrag racing wheels (www.rollerbob.com/A08.html). I just bought a set with spacers and bearings (with the Demon bearings) for my girlfriend who started skating a few months ago and has been complaining about being slower, even when coasting than the rest of us. I included a set of spacers so that she can swap in her old wheels on days when it might rain (does bad things to the bearings).
RollerBob has cheaper wheels at www.rollerbob.com/F08.html and will be very honest about speed and other differences. I have seen him talk people out of the more expensive parts after chatting with them at events. Disclaimer: I know Bob but do not have any business relationship with him other than that he is a sponsor for our local skate club (along with other vendors).
It is really better to get skates locally since the fit is REALLY important. You want the skates to fit snug all around your feet without crushing your toes. If your feet move around in the skate, you loose all the benefit of the stiffer frame.

Why do older skaters think…?
Punk rock and skateboarding go together? Everytime an older skater that is about 20- to in his 40s always mentions that us younger skaters need to listen to punk rock when we skate. No skater listens to punk, all I hear are metal, rap or just rock. We don’t have mohawks, we dont believe in anarchy, or cut are selves or be wild. We shop at normal stores like holister, A&F(like most kids) also zumiez and pac sun. Look at Rob and Big, and Ryan Shecklar and Mike Mo there arn’t punk and their the best skaters! We use decks like element and zoo york and wear not punk! Whats with older skaters! Why do they think this?
